International Expert Roundtable meeting hold by HPA Hydropolitics Academy Center and German University of Jordan Othman Bdeir Center of Excellence was concluded.

His Royal Highness Prince El Hassan bin Talal  made a valuable speech  at the roundtable meeting hold by  Hydropolitics Academy-Turkey and DOB-GJU.

He pointed out that  innovative regional water cooperation  is needed, Middle East ECOSOC should be established!

The Interantional Expert Roundtable meeting was held on August 28, 2018 in the meeting room of GJU Othman Bdeir Center of Excellence in the Amman The roundtable on the Arab Thought Forum (ATF), founder, His Royal Highness Prince El Hassan bin Talal  Turkish Ambassador his excellency Murat Karagoz, Third Secretary  Murat Yağış , water and environmental consultant of Royal hignesss Dr. Hakam M. Alami, former minister of water and irrigation  of  Jordan Mohammed Jamil Mousa Al - Najjar , academics from various universities in Amman, JGC Dean, Chief of Chamber of Chemical Engineers of Jordan, engineers and managers of Jordan Walley Authourity, GIZ representative, UN Habitat representative, general managers of engineering and consultancy  companies , Iraqi water and irrigation experts  participated to the meeting

At the inauguration of a total of 35 participants, GJU Othman Bdeir Center of Excellence Director Dr. Kamal Jalouqa made a very short opening speech and leave  floor to  Keynote Speaker, Jordan's former water and irrigation minister, HE Dr. Munhard Haddadine. Former minister of water and irrigation .HE Dr. Munhard Haddadine. HE Dr Haddadine stated that water and energies are twin concepts including food. He made a very valluable  speech  with a holistic approach to sustainable, regional  and global water management issues.

Dr. DOB-GJU Director of Center of Excellence Dr. Kamal Jalouqa Later, Dr. DOB-GJU Director of Center of Excellence Dr. Kamal Jalouqa gave a presentation entitled "Urbanization, Water Demand & Potential Sources".In his presentation , Dr Kamal Jalouqa discussed the efficient use of water and water through the planning of Amman City. He explained the potential of Jordan's surface and groundwater resources. He also pointed out  alternative water resources of Jordan. Dr. Kamal Jalouqa also talked about the relationship between urban and rural development in his presentation using a holistic approach.

Dr. Kamal Jalouqa stated that “ Jordan is a middle eastern country which is strived by many challenges. First, it is located at the fringe of the desert with limited water resources unequally  distributed over its territory. Second, it is situated in the middle of continuing political struggle resulting in huge numbers of displaced population totaling to 30% of its population of 9.5 million in 2017 estimates. Third, it is poor of energy resources compared to it’s oil-rich neighbors. And it’s severely poor in water resources. He added that” But, these limitations have created some virtues which developed over time: It has a stable economy, stable political system and a well -managed state. As a result, 98% of it’s households are serviced with running water which is rationed to once in week time, but the population has adapted to the situation”. He discussed in his presentation  how socio-economic and spatial planning react to the needs of the population in light of a global climate change.

HPA President Dursun Yıldız Afterwards, HPA President Dursun Yildiz made a presentation titled "An alternative source of water for the Middle East - The Peace Water Pipeline and Innovative Water Diplomacy." Dursun Yıldız  stated that Jordan  needs for additional water resources in parallel with actions to increase in present  water management efficiencies. Yildiz raised some questions to the attendees  : “Is Turkey’s   “Peace Water Pipeline  Project ”  worthwhile to be considered again ?”Could it be a Model for Regional Cooperation in the Development of Water Resources”What is Innovative Hydro Diplomacy for the Middle East?  And replied them in his presentation. He also pointed out that “Managing water before crisis we need to analyse an alternative water source option. He stressed that he presented “Water Peace Pipeline “ not to defend it’s political feasibility but to highlight  regional collaborative approach need  to avoid approaching water crisis in the Middle East. He mentioned about Transboundary  Water Policy of Turkey explaining that “The concept of transferring water to promote regional peace and economic development in the Middle East has been a constant in Turkish foreign policy “.   He also underlined a very important point saying that “30 years ago a water peace process has been started by Turkey.But this golden opportunity has been sacrificed because of the riparian states domestic policy goals. Now we are 30 years late . He added that since Peace Water Project’s initial presentation in 1990’s  to public opinion and the parties concerned, it had received several political responses.While Jordan displayed,in general,a receptive attitude,Syria and Saudi Arabia adopted a negative one . He also explained that What has changed for the project implementation  since last 32 years. it is useful to keep the projects on the table at all times.  The Middle East needs an innovative water diplomacy, a regional perspective, and a new hydropolitcs will be  shaped by mutual economic and social interests, He stressed on  that “We need a conceptual change . We need this three magic words to move forwards “Mutually beneficial”interrelations.” He explained that the real threat in the Middle East is uncertainties.  The uncertainties about water management is rapidly shifting towards re-enforcing water into security policies in the region  (RESECURITISATION) «A high-level comprehensive collaboration» reduces a tendency towards greater securitization Dursun Yildiz warned, "The Middle East countries should change their  mind to manage water before a Water Crisis". Just as in the past, negotiating through water-sharing is no longer working effectively , We need a paradigm shift from bilateral river discharge sharing negotiations to   multilateral economic cooperation  implementing  regional integrated projects. In the en of his presentation he pointed out that “There is no single, simple  key to water peace , No magic formula to be adopted. Water peace is a process - - a way of solving problems   with innovative approaches with obeying the rules of natural balance “ He stated that we should study on “What kind of muttualy beneficial bilateral projects can help us ?” He finalized his presentation expressing that “ concerning with sustainable water management we ,all of us also responsible for coming generation. Shortly after HPA President Dursun Yildiz's presentation began, His Royal Highness Prince El-Hassan bin Talal  attended the meeting While  D.Yildiz were approaching final part of his presentation, His Royal Highness Prince Al-Hassan asked to contribute to this subject and explained about communications  with former Turkish  President Turgut Özal on  Peace Water Pipeline Project. His Royal Highness Prince Al-Hassan’s speach  took  about 25 minutes, stressing mainly  that in the Middle East countries need a more regional approach than bilateral relations for brighter water future in the region . HRH Prince El_Hassan highlighted   the challenges faced by Jordan in terms of Geopolitical, Climatic, Political and Resources especially water resources, and the efforts put forward by Jordan to maintain its development under these challenges. HRH also advised policy makers in Jordan and in the region to get into multilateral and regional rather than  bilateral  dialogues to resolve issues that concern all countries especially in the field of water resources. Talking about the need for the establishment of an Economic and Social Council (ECOSOC) in the Middle East, HRH Prince El-Hassan paid particular attention to the importance of regional co-operation in his speech.

 

 

His Royal Highness Prince El_Hassan listened to the contributions and comments received from the attendees with great care and attention, then talked to  the attendees and left the meeting. Eng. Zeinab Abu Zeid, (JWA) Then, Acting Director-General of the Jordan Valley Authority, Eng. Zeinab Abu Zeid, presented the working paper entitled "The Impact of Climate Change on Water Resources." The paper tackled the strategies and policies of the Ministry of Water and Sewage, The impact of climate change on water resources and the Ministry's plans to adapt to that. Engineer Zeinab Abu Zeid presented a summary of the Jordan River Basin redevelopment project.

 

Expert Zainab Abu Zaid made a very detailed and important presentation  on the effects of climate change on the quality and quantity of Jordan's surface and groundwater, the size of the water basins overcoming these effects and the measures to be taken. In her presentation she proposed  the adaptation strategies and measures for the water sector as of rainwater harvesting,wastewater treatment, desalination,increasing efficiency of irrigation technologies, grey water reuse,public awareness. Although it is included in the conference program,

Turkey's former ambassador(Rtd) to Jordan A. Suha UMAR  and the Jordanian Ministry of Environment Specialist Dina Kasbi could not attend the meeting due to their  very important excuses appeared in the last minute. In sum,the meeting took place in a very interactive environment with questions and comments received from participants..

At the end of the meeting Dr.Kamal Jalouqa asked the speakers and the participants for their views and suggestions for the road map of sustainable water resource management for Jordan. Participants noted that water management should be more efficient, but this may not be enough. It is stated that Jordan needs additional water resources and that the best way to create it is by sea water desalination. Dr. Kamal Jalouqa thanked the speakers and participants who participated in the event, closed the meeting and invited all attendees to lunch. During the dinner, the views and suggestions about the meeting were received from the participants.

 

Afterwards Dr Kamal Jalouqa and Dursun Yıldız visited to President of the German Jordanian University in   the University campus. Dursun Yıldız  thanked to Prof. Manar Fayyad for her contribution to the event and presented a memorial plaque.
