Migration and climate change - new report urges politicians to act

When a region is hit by floods, droughts or other natural disasters, migration is often the only option. In 2018, 17.2 million people were displaced due to natural disasters, which can be compared with the 10.8 million who were displaced as a result of violence and conflict in the same year. On Wednesday 4 March, Fores launches the report Climate change and migration, which provides concrete proposals for measures required to meet this challenge at both local and international level.

Changing climate affects geographical conditions for settlement and livelihood. Already today, we see how regions are burdened when internal movements as a result of slow and rapid natural disasters change the national conditions. The study Climate change and migration presents concrete proposals on how the issue can be handled to prevent local vulnerability and prepare us globally for the increasing need for international resettlement as a result of climate change.

- It is difficult to agree on a definition that covers the breadth and complexity of the issue. The terminology has become a bottleneck in the process of developing solutions for those affected, and people fleeing as a result of climate change still lack protection in international law, says Elin Jakobsson , researcher at the Foreign Policy Institute and one of the authors behind the book.

The nations most affected need better international support and local prevention efforts to tackle the challenges they face, and for the people who are already on the run, adequate protection measures are required. The development of international protection legislation and concrete forum for negotiations is crucial to meet the challenge.

- The fact that the subject spans several political subject areas has contributed to the issue being a low priority in previous migration and climate negotiations. Climate-driven migration must no longer be overshadowed by other challenges, says Hedvig Heijne , project manager and editor at Fores.

- At a time when more and more people are displaced by natural disasters than by war, it is necessary to develop a common framework to meet the current situation and future challenges. With this publication, we want to raise proposals for measures that contribute to increased international cooperation and preventive efforts locally, concludes Elin Jakobsson .
