WATER PEACE AT HOME WATER PEACE IN THE WORLD

Hydropolitics Academy will attend  "Empowering Hydro-diplomacy International Conference" in Holland

October 2-2018 Analysing hydro-diplomacy in details   IHE Delft, Wageningen University and the London Water Research Group will co-organize the conference Empowering Hydro-diplomacy, to facilitate an exchange of ideas on the role of power and empowerment in water conflict, and cooperation across borders at multiple levels. Since 2004, the London Water Research Group has organised eight conferences on hydro-hegemony, forming an important platform for scientists, policymakers, practitioners and students to share new insights and latest information on ‘transboundary water interaction’. Empowering hydro-diplomacy is about understanding the processes informing and shaping diplomatic interactions concerning shared waters at multiple levels. Bringing together old and new actors in diplomacy, the conference invites researchers, students, practitioners, and policymakers to share new insights on what shapes hydro-diplomacy, through their experiences, case studies and research. The event is being held with support from the City of The Hague, the Netherlands. Participation, including lunch, is free of charge. Programme the programme of the Empowering Diplomacy conference, part of the Hydrohegemony series started up by the London Water Research Group. The conference is taking place on 5 and 6 October in Humanity Hub, Fluwelen Burgwal 58, 2511 CJ The Hague. It has been attracted a wide range of domestic and international researchers, practitioners and researcher-practitioners, as well as consultants, NGO representatives and young scholars, keen to disseminate their research and experiences on the role of power and empowerment in transboundary water interactions. Topics range from state-to-state to grassroots diplomacy, from discussing dam controversies to identifying the role of serious games as tools for diplomacy, and include three regional sessions.   Participation, including lunch, is free of charge, but requires prior registration via this link The discussions will bve  based on the understanding that power matters and conflict and cooperation over water may happen at the same time or alternate. Participants in the conference will explore how a more sophisticated power analysis could make diplomatic efforts for conflict resolution between disputants more effective both advancing scientific knowledge and to inform policy makers and diplomats. An important value is sharing of knowledge between senior and junior researchers. The need to empower hydro-diplomacy inspires several questions, challenging the process:
  • What are the nuts and bolts of conflict and cooperation - what is it that hydro- diplomats really do?
  • Can hydro-diplomacy indeed ‘power’ the resolution and prevention of conflict?
  • Does diplomacy perpetuate power relations, more than other forms of transboundary cooperation, as more powerful riparians may seek relative gains over weaker parties through the cooperative process?
  • Have states been superseded as main movers and shakers in water politics? Who are the new actors that transform transboundary water interactions?
